Well, it would be a full-time job for _every_ project to go and list the help
they need. We have what - "just" a couple hundreds of the projects? Or and
there's "How to Contribute" page on virtually all of them. If you aren't
sure what project you want to join or how to contribute to one you alread

Let me see if I read you right, Pierre. Effectively, you're saying that
imposing a blanket bylaws system should help to prevent some rare cases of
established projects going off the handle? Is this a correct representation of

Wow. great stuff! I was wondering how do you get
the projects-per-language stats? E.g. as a Groovy aficionado I looked at
https://projects-new.apache.org/projects.html?language#Groovy
and don't see Apache Bigtop which uses Groovy and Gradle heavily.
