Hey I'm looking at this issue right now, and it seems that this is actually implementing a Capture API more than it's implementing the File URI. Should this be broken out into a plugin, or brought into core, and is adopting a chunk of the Android Browser something that we want to be doing? Here'

Don't think that will be an update with the tools. The xpaths are specified in particular plugins' plugin.xml, so if anything those manifests will need to be updated. I added wildcard elements in XPaths a week back or so, so that should ease the transition. I.e. Change target to /*/plugins from /c
