Hah, of course... I use my Mac to do releases for two reasons:
1. It is the only machine I have set up for doing that.
2. Avoids potential problems with line endings.
Oh, and a 3rd reason...
3. It's sitting on my desk, so I feel like I should use it for *something* :).

Unfortunately there's no way to add a WebView to a widget: those have to
be pure Android.
However, you can definitely make your own plugin or just separate
Android code that creates a widget. Communicating with your Cordova app
would be a bit of a challenge, but not too hard given
