I think there is an issue on issues.cordova.io proposing something like this (not exactly what you propose as the tabbar is a component you have and it's not part of Cordova, the issue I mention was about allowing to resize the InAppBrowser window instead of being a modal) I would say that PRs

Mornin all!! Recently I was facing with the needed of opening an external URL using in-app-browser plugin. At the same time I needed to keep the bottom tabbar visible in order to maintain full navigation functionality. The problem was that there is not any way to make visible both elements,
