I haven't had the cycles to put towards Windows 8, so I think it
should not be included in the 3.0.0 release. There is no plugman
support, and limited CLI tooling currently.

not including it in the release. It can just be included in the next one.
It's easy to not include it - we just don't tag it and we don't include a
.zip of it in our apache dist.

How about I do a mass 3.0.0rc1 tag on them and then for 3.0.0 tag we make
sure to get the fully working file file transfer. I want to update all of
the readmes for the plugins pointing to the coreplugininstall guide still
(once we figure out what directory to host it and the link for it).

how the release package looks and figure out what we want to change (if
