This may be invalid, but documentation is so far behind now, I'm never
sure what is expected behavior and what is a bug. Every new feature from
the last 1+ years is either poorly documented, or not documented at all.
Luckily, I typically use a base feature set

Wendall, it's documented in a gist
I read this gist before creating the ticket. The documentation states
that it *can contain user_ctx. No indication that this is required if I
have use_users_db = false. I'm not sure that this isn't a bug as, it
requires a component to use the baked in _users auth stuff, even though
