Standardise Maven layout for assembly descriptors

The standard Maven directory layout [1] shows assembly descriptors under src/main/assembly, however the apache-rat module currently uses src/assemble Unless I hear otherwise, I propose to standardise the location (and fix the pom). The rest of the rat layout looks to be standard already. [1] ht

Duplicate jars in binary archive

Just noticed that several of the jars are duplicated under lib/ in the binary archive. What is the purpose of this? It ought to be documented as comments in bin.xml and a README for the archive(s).
