I updated the test case and committed it in r1707925 so at least it won't get 
out of date again.  It looks to me like the behavior is currently spec 
compliant, in that both components get created successfully and A has a B 
reference.  B still does not have an A reference; I commented out the portion 
of the test case that tests this.
