With the recommended updates to starting the runtime and the removal of the
module-info from my bundles, things are working as expected. As you already

Ah, thank you! It was the `classifier` that was the problem in my case. I
was using the plain `org.apache.felix.atomos:osgi.core` artifact without
specifying a classifier.

Ouch, sorry, this one turned out to be my fault: The bundles were being
loaded from the Felix cache, because I'd started Atomos once without doing the
above.
