Reports are by default enabled on Fineract, you can access the reports by
following the below user link
https://mifosforge.jira.com/wiki/spaces/docs/pages/67141764/Reports

after 18.03 release, pentaho support on fineract has been removed, only
stretchy reports would work

If you want to use pentaho reporting, you can look into the plugin created
by Michael
https://github.com/vorburger/fineract-pentaho

Note on Dev branch, currently, stechty reports are not working due to a bug
which is being addressed and PR for the same has already been raised.
You can rebase the PR on your local machine and build your local war with
the fix
