The point wasn't to encourage the use of XML instead of JSON. It was just
to see if there was any useful mechanisms of retaining type information
and dealing with circularities.

After all of the munging of the requires lists, anything in the FlexJS
Dependency List should be in the requires unless it would introduce a
circularity.
