Do you need a Mac to publish an OSx Air App?

Might be a silly question, but most of the tutorials that I've found all show things likesudo ...Which I'm fairly sure is Mac specific.   If it can be done from a PC, does anyone have a link to something that gives out details? This is what I've looked at thus far:https://helpx.adobe.com/flash-p
