You’ll have bin/adl.exe and bin/adt.exe rather than bin/adl and bin/adt.
At a guess try:
ant thirdparty-clean
ant -f installer.xml air-download
And see which of the air download targets it runs. (air-setup-win or
air-setup-mac)
