I wouldn't say that. Here are specifics:
1) Windows 8 Desktop: Supports Flash Player / Adobe AIR apps
2) Windows 8 'Metro' UI: IE has an embedded version of Flash Player.
No AIR support
3) Windows RT: IE has an embedded version of Flash Player; No AIR Support
4) Windows Phone: No support
Ok so it doesn't seem to be a Thing of the Operating System itself, but if it
Comes with a full "Desktop" or if it's the small, stripped off Version. Desktop
can do Flash, stripped off (Some Tablets and all Mobile Phones) Version can't?
