This should convert {{SqlWatermark}} into {{TableSchema}} and create
{{CatalogTable}}.
This should happen in {{SqlToOperationConverter#convert}}.
In old planner, we can simply throw an unsupported exception in
{{SqlToOperationConverter#convert}}.
