The ant file for loading and mounting plugins is horribly
complex now that we are using versioned plugins. I've used
lots of if elements and mutable

Maybe, but I am not familiar at all with ANT. If you (or anyone else)
has enough background and a strong enough itch I would be happy to
discuss solutions.
