Here is how the CQ register behaves:
When there is a single client and two servers.
When CQ is registered, with redundancy 0:
- On non-partitioned region, the CQ gets registered on one server, through
registerCQ().
- On partitioned region, if the region is hosted on both server, the CQ ge
