The vote passes with 5 +1 (all pmc members) and no other votes.
I'll get to work getting the binaries and site pushed out. As usual, it
will take a little while for the images to get synced to the mirrors.

It looks like we need to get the LICENSE/NOTICE files included in the
src for this spec. They are included in the artifacts, but it seems
they also need to be included in the src tree and pulling them from
specs-parent is not sufficient.

source files contained the required headers.
