HTTP redirects for the geronimo.apache.org site

The welcome application and the welcome portlet currently contain links to web 
pages outside of the geronimo.apache.org web site (e.g. the docs in 
Confluence).  Since the destination of these links is outside of our control 
they may go stale during the lifetime of the 1.0 console.  So instead of 
linking to those web pages directly the welcome application and welcome portlet 
should instead link to web pages on the geronimo.apache.org web site.  The 
geronimo.apache.org web site can then redirect the browser to the external 
address if necessary.  This will allow us to change where the links in the 
welcome portlet and welcome app take a web browser without actually changing 
the installed geronimo server.

Ideally we could configure the geronimo.apache.org HTTP server to issue the 
redirects.  But since that requires administrative access to the HTTP server we 
can use html files containing a <meta http-equiv="refresh" ...> tag instead.
