Was configuration done specifically to Artem.Shutak or overall?
I tried to reassign GRIFFIN-190 on issue reporter for test purpose, but his
name did not pop up.

I've discovered, that it's not possible to reassign jira ticket to other
contributors (non-committers), and non-committers can not assign tickets
(even if they have created it and want to assign it to themselves). Is that
expected behavior?
I remember that in Hive jira non-committers
