ramkrishna.s.vasudevan resolved HBASE-11425.

Hadoop Flags: Reviewed
Moved out the Dictionary (HBASE-14841) and Prefix Tree (HBASE-14842) to work
with ByteBuffer to HBASE-15179 as it is mostly concerned with writes. Hence
resolving this parent JIRA as fixed.
