That is exactly the difference. Basically, if an issue is resolved, it
could be reopened which only really makes sense before it gets released.
It also makes it easier to see what the new patches/features going out in a
releasing

Another thing to keep in mind when releasing, you need to mark 0.92.2
as "released" in Jira else it shows in the wrong categories. In the
project's administration page there's a "Versions" link on the left,
then find 0.92.2 and there should be a "gear" icon that you can use to
"release".
