We were able to get a working redirect from the old github pages site to
the new Heron site that is hosted on Apache infra.
The old site https://apache.github.io/incubator-heron/ should now redirect
to https://heron.incubator.apache.org/

I've been working on understanding what needs to be done to get convenience
libraries out there for the community. I've also managed to get a Debian9
container to build and run a topology successfully. There is still more
investigation to do to make sure it's solid.
