The wiki discussion of OUTER JOINs correctly describes the behavior of WHERE clauses with regards to partition filters. Namely, that they don't work as expected, because the WHERE clause is evaluated after the join has been performed. However, the description then says that you can move these partition filters into the ON clause to achieve partition filtering. In fact, these filters have no effect.
