I was about to send an update regarding this.
branch-3 will be used to release Hive 3.1. branch-3.0 will be used to release
Hive 3.0.1.
I am working on updating the version numbering in all of the branches.
So in your case HIVE-19531 should go in master, branch-3 and branch-3.0.
