Stopping Apache does not exit/kill the running processes
Processes with FcgidIdleTimeout more then 300 (default) is still
there, a process has 2016 seconds and stays with 20 accesses and it
does not exit/kill:
From the docu: FcgidIdleTimeout , Application processes which have not
handled a request for this period of time will be terminated, if the
number of processses for the class exceeds FcgidMinProcessesPerClass.
The FcgidMinProcessesPerClass is default (3), so not exit with two
processes
