Site docs can be updated independently as it is independent of jars that we
publish in maven central.
Also we are finding many site docs related problems after migration to the
main repo and it will take a while to identify all the issues and fix them.

I just noticed relative links to internal markdown files are incorrect in
many places after site migration.
I opened #9919 and #9920 to fix some of them. Not sure this is a blocker
for 1.5.0 release.
