Recently our CI works well (except one case on Win),
but many CI failed because the code coverage rate threshold is 80% on
sonarcloud.io...
Many PRs do not meet the threshold.
So, should we reduce the threshold? e.g., to 70%,
or keep it and require all PRs to obey the threshold?
