Projects are asked to continue using the mirrors system for now,. The CDN
capability is quite new and going through the mirror system gives INFRA the
means to

INFRA asks that projects do not drop use of the mirror system just yet.
Proposal: Move the mirrors configuration to the end of the file. Leave link
using `[preferred]`.

If you go to jena.apache.org/download, and look in the dropdown "Other
mirrors", there is a choice of one., the dlcdn for both choice and backup. You
can not select any other!
