JRuby FFI needs a way to specify the dlopen flags for libraries.

The default was changed from global to local in commit
0dd8e8d17973e1bfb640f429c5651aa3c293abd4 to fix the weird crashing Uwe was
having with his library, but that breaks some other setups that require
libraries to be loaded in the global namespace.
