That can be the case, depending on the extent of the tests. We usually only have a week of time for testing of an l10n CWS, and close to an RC this time might even get reduced to a few days.

What we IMHO should try to achieve is that sanity checks get done for most/all languages affected by the CWS i.e. quick checks if the CWS introduces severe regressions or whether bugs remain that prevent a release for a given language. And this should ideally be done prior to the integration of the CWS.

But even if the time for testing is not sufficient and the CWS gets integrated before the testing is (fully) done, it still makes sense to continue with testing. It is still better to report problems early when they are found on the CWS than later when the first RC is released - where we don't want translation showstoppers.
