yes. If there are many problems on some specific packages - and users
may notice there are problems, then fix them by themselves.

yes.

Automated test is quite good for every language. My PPC builds 
are usually left as RCs. In my impression, less than 10 percent of my builds 
are approved.

In any case, the NL lead should would take an action. If some NL leads
approves automatic release for every RCs, it's okay. Others can offer
ingredients; some results for automatic tests. NL leads judge the results,
and approve if they think it's okay.
