Thanks for your email, and I agree this is a great concern for the
user experience that international communities have. Also an issue
that maybe business and consultants could pick up.

Some of this work however comes from either the web efforts primarily,
most of the ways where users find themselves in non localized
territory comes either from the Web. Some of these websites are own by
the community some aren't.

I see two ways to manage this:
- Either report the statically linked areas in OOo so we can isolate the issue.
- Work on the web areas like webdev and provide localization support
to these sites.

I do however can't seem how can BizDev really work in these scenario,
I would either think about webdev or NLC to work these issues out.
