[C++] Found some interest from APR

I was speaking with Bill Rowe from httpd/apr the other day at ApacheCon Roadshow, and he's been working on some build tooling improvements for C and C++ projects starting from apr. I'd like to start this thread somewhat as a reminder to myself about this. He said it may be possible that it's useful
