I happen to be in this code for ReplicationFactorTest anyway and the BadApple 
annotation hasn't been removed in ReplicationFactorTest although it has been in 
HttpPartitionTest.

Since I want to beef up these tests anyway (adding min_rf to deletes too) I 
propose that I:

1> remove the BadApple annotation
2> beast the heck out of it
3> add my tests

If all that works, I'll check it all in and close this ticket along with 
SOLR-11438 (the issue I'm working on that lead me here in the first place).

Objections?
