SOLR-9220: Disable failing tests

Steve Rowe created SOLR-9220:

I've noticed that when changing branches tests would start failing in
eclipse despite them working when run from the command line.
I tried these series of steps:
ant clean
ant clean-eclipse
ant eclipse
Refresh eclipse project
but that didn't always work, because sometimes some .jar files would be

I see an issue pop up on jenkins -- is this our bug or openjdk's?

it's pretty unfriendly to people
developing new tests and are not familiar with the issue, so perhaps it's just
better to universally disable until we can address it.

can address it in a portable

I did this for the test I recently committed on SOLR-6137
(TestCloudSchemaless), but I suppose you mean disabling SSL everywhere.

Thanks Mark, I knew I'd seen you discuss this somewhere, but my search-fu
failed me.

see if that addresses the test failures.
I think it's fine as a short term workaround, but not a great solution. We
probably should just disable SSL unless we can address it in a portable way.

hey folks,

This is a recurring discussion -- the latest one (I participated in)
was attached to a Jira issue about excluding those frequently failing
tests from the build (and leaving a single build on jenkins that would
_not_ sent e-mails to the list for those who are interested in those
failures).

hey folks,
I know yonik and mark had a long time power outage so I don't want to
blame anybody here but we need to fix those test failures.
Really when you look at those jenkins jobs:
