This is not enough. HOMEPATH does not contain a drive, so the installation should
create its own HOME (if it is not set yet) using:
HOME=%HOMEDRIVE%%HOMEPATH%

Here is my workaround for this one. I am tired of waiting for the patch to be applied
to the plugin. Add the following lines to your maven.xml.
