work at the moment...which seemed to be related to a SVNKit problem/Java
problem..

The problem is simply related to using the version `0.0.2-SNAPSHOT` in
foo-business instead of `0.0.3-SNASPHOT` as parent version which will never
work...

/jira-report.html is empty report for Jira components.
It seems maven-changes-plugin does not report fixed issues (mvn install
site site:stage -Preporting -DskipTests).
I checked the history of project changes but could not find any root cause.
The components in Jira have same component
