Regardless of the underlying cause, this change breaks backwards compatibility.

Why is Maven 1.1 changing the validation rules for old POM versions? The
middlegen plugin contains a version 1 POM for example - surely Maven
Maven 1.1 beta 2 unable to parse POM for middlegen plugin v2.1
