I run into this issue because my internal repository is of layout type legacy.
Since the rest of the maven 2.0 plugins handle this I would expect site to do
so

There are instances when dependencies contains invalid poms. Similar to
"install", when it encounter an invalid pom for a dependency (poms in maven1)

This is a 2.0 plugin - why would or should it handle m1 poms? I would think
this is expected behavior.
