I have often had the experience that a build fails, and I check in a possible fix. If it turns out not to work, I don't get a new "build failed" email with the new problem; rather, I have to grovel through Cruise Control's logs looking for the latest build. Not until I finally manage to find and fix the problem manually do emails resume again.
