We try to keep the following up to date:

Although it currently doesn't describe the process of getting ready to cut the
release on master. If a twitter contributor is the release manager, we'll
typically try to cut a release candidate that we can vet in production
environments. We'd like to change this practice as the rest of the community
becomes more involved in vetting releases! This is why sometimes we'll only
call a vote for RC N, with no vote for RC N-1, N-2, ... because bugs do indeed
crop up as we vet the release candidate.
