I think the latest parent should be useable by all mojos (unless they are
VERY special). So introducing something we know prevents that isn't good

It just depends on what we want.
If we want to help ourselves and the Maven team to force users to move
forward, this would be the right step.
Only by requiring specific versions for plugins users are forced to move
forward, although this might indeed hurt the community a bit.
