Jenkins tests for Perl

Hi Ly, Welcome back from vaca. Hope you had a good one. Sergey has been looking to get Jenkins tests in place for Perl. Here is his PR, https://github.com/dmlc/mxnet/pull/7170 Can you please help ? -Dom
