There are some details such as example commands that are still TODOs and
will be added as we go through the first official release

I agree that it would be nice to have some quantitative standards to
evaluate the candidates. Let's encourage the future candidates do this.

Ideally they would provide the contribution under the Apache License, v2.
Are they maintaining these files going forward, or are they ending up in
the Apache MXNet repository? Would they be agreeable to providing an ICLA
or an SGA?
Either way, this falls under the Incubator's IP Clearance policy.
