This started out on the users list and I have now somewhat located one of the problems.
Here is the example project: https://github.com/trixon/nb-pendingtask https://github.com/trixon/nb-pendingtask/blob/29b91caa8f37929494eece19ee032eb533761ea8/pendingTask2-sample/pom.xml#L50 With the org-netbeans-modules-extbrowser dependency I get 2 Exit "IDE" dialogs and the following output: INFO [org.netbeans.core.execution.Install]: KILL_PENDING_TASKS INFO [org.netbeans.core.execution.Install]: KILL_PENDING_TASKS Without that dependency I get 0 confirmation dialog.
