Hi Ken!
The ASF is all merit based.
The usual process is that someone contributes to a project for a while. And if
the PMC members of the project think you would be a good addition to the
project then they hold an internal (private) VOTE thread (72h) on this person.

So I created an account for Confluence. Then I created an account on JIRA. The
Who's Who page says that if I am not a committer I need a status of Need Vote.
Problem is I can't see how to get on the list.
