I think it's the order of the "-D" stuff, that must precede the
"build-javadoc" target.
I've built a custom job for this, that seems to be working correctly

I am working on 2nd donation review for module i.e j2ee.jboss4 and
websvc.wsitmodellext.
The *j2ee.jboss4*/*websvc.wsitmodellext *module uses some dtd/xsd files
which have LGPL/OASIS licenses . Will it be possible to change the
licenses of the below files to ASL 2.0.

"Migrate to JDK 8". I wonder, what about "Migrate to JDK 9" or later?
