I'm able to reproduce the issue in Release 9 build, but in daily builds
it seems to be working fine.

nb-javac plugin is now updated with nbms from latest nb-javac which is
synced with JDK 11-b24 code.
Plugin is now signed with VeriSign Class 3 certificates.
