Secondly you look to be on Windows, "./nbbuild/netbeans/bin/netbeans" will

At the moment I have issues with creating and running unit tests.

I've checked and verified .sha512, .asc, LICENSE and NOTICE files and
also double checked a full diff against the vc3.
A few suggestions before opening the vote for IPMC:
- mention and link to the .sha512 and .asc files (and no more the .sha1)
- probably should first update/fix
